The lurking Toad Man is rarely sighted, and almost always he can be found half-submerged in the coastal waters near London, England.  With his skin riddled with tumors and scabs and his eyes gleaming with deranged malice, he appears loathsome and dangerous, and--though no one has ever witnessed aggression on his part--the Society of Leopold believes that they've gathered enough evidence to attribute a recent rash of kidnappings in London to him.  Nothing more about the Toad Man is known at this time.
